Savchuk was born in Kharkiv in 1984. He graduated from the National Technical University “Kharkiv Polytechnic Institute” in 2006 and defended his dissertation for a PhD in Philosophy in 2010, specializing in Ukrainian Studies at V. N. Karazin Kharkiv National University. From 2009 to 2021, he worked as an associate professor at the Department of Cultural Theory and Philosophy of Science, and since 2015, he has been a researcher at the Center for Ukrainian Studies at the same university.
Savchuk is a laureate of the Petro Ivanov City Ethnography Prize (2009) and has organized and served as deputy director of the Hnat Khotkevych International Folk Instrument Performers Competition. He is a member of the Kharkiv Kobzar Guild.
